Warren Residential Life Policies and Information "A to Z"

Alcohol Policy

The University provides a broad learning experience to encourage the personal and intellectual growth of students, faculty, and staff. It is in keeping with the role of the University and an aspect of its educational mission to promote responsible behavior which recognizes the rights of both individuals and the community. Thus, the University has an obligation to assist the entire UC San Diego community to become better informed about alcohol use and its abuse. Alcohol consumption and the adverse consequences thereof represent one of the most serious problems on University campuses. Alcohol problems have effects throughout the spectrum of academic and personal campus life. A significant amount of campus vandalism is alcohol related. Thus, the university has adopted the following rules and regulations related to the consumption of alcohol on campus.

The following California laws regarding the use of alcoholic beverages are abbre viated for general use and may not cover all situations. It is the responsibility of every student to be aware of, and abide by, all state ordinances. It is against the law:

  1. to sell, furnish, give or cause to be sold, furnished, or given away any alcoholic beverage to a person under the age of twenty-one, and no person under the age of twenty-one may purchase alcoholic beverages;
  2. for a person under the age of twenty-one to possess alcoholic beverages on any street or highway or in any public place or any place open to the public;
  3. to sell, furnish, or give away alcoholic beverages to an obviously intoxicated person;
  4. to sell alcoholic beverages any place in the state without proper license from the Department of Alcoholic Beverage Control.

In addition to California state laws, the University and the Residential Life Office impose further restrictions on the use of alcohol. Alcoholic beverages are not permitted (regardless of age and regardless of the type of container the alcohol is in) in any public area on campus, except for a few designated places and under very special circumstances. Public areas include common areas in suites, hallways in the residence halls, balconies and patios of the residence halls and apartments, the stairways and walkways, the outside decks on each building, community rooms, laundry rooms, the Student Activities Center, Canyon Vista Cafeteria and the grounds.

Guests of residents (regardless of age) may not consume nor possess alcohol in an underage resident’s room – this includes family members. Residents who are of legal age may consume alcoholic beverages in the privacy of their own room/apartment with their door closed. If a resident is of-age and his/her roommate is underage, the underage resident is the only individual allowed to remain in the room/apartment when the of-age resident consumes alcohol.

Kegs, “partyballs,” tap systems, and similar large volume common source containers (decorative or otherwise) are prohibited everywhere in the Warren Residential Complex. Additionally, large quantities of alcohol are not permitted, i.e., more than one case of beer or 2 liters of liquor per apartment. All Alcohol containers used for decorative purposes are prohibited.

The use of alcohol (or drugs) shall in no way limit the responsibility of individuals for their actions. Students who violate the alcohol policy or who engage in disruptive, abusive or destructive behavior will face disciplinary action and possible loss of housing privileges. If violations of federal, state, or municipal laws are involved, prosecution by the appropriate agencies will be considered. Contact a RA or the Resident Dean for more information.

Antennas

Outside antennae, cable, aerials or satellite dishes need to be approved by the Residential Life Office.

Balconies/Roofs

Throwing, dropping, or suspending objects from windows, balconies, or roofs is prohibited. Being on roofs or roof areas are a safety hazard and is prohibited. Additionally, residents may not climb from balcony to balcony or jump or hang-drop from non-ground level balconies. Unauthorized access to the roof tops or balconies may result in disciplinary action.

Band

Due to the volume of musical instruments, bands, with instruments, including drums, guitars, and all electrical instruments, (keyboards, electric guitars, and wind instruments) are not permitted to practice in the Warren Residential Complex at any time. Residents may practice instruments in the Student Activities Center, upon availability. The Warren Lecture Halls may be available for band practice on the weekends. See the Residential Life Office for further details.

Behavior While Under the Influence

Problem behavior while under the influence of alcohol or any substance will not be tolerated. Students are responsible for their behavior and that of their guests at all times. The inability to exercise care for one’s own safety or safety of others due in whole or part to alcohol or other drug consumption is considered a violation of policy. Violation of this policy may result in disciplinary action. Please see “Threats to Health and Safety” in the Student Code of Conduct.

Bicycles

Bicycle riding in the Canyon Vista Breezeway is prohibited. Persons doing so will be subject to University actions. Bicycles must be secured in designated areas (i.e.: bike racks located throughout the complex) or in student apartments or rooms. Should they cause damage or become a fire hazard at any time, the University reserves the right to have them removed at the students’ expense.

Convenient and secure bike racks are provided for locking bikes. Bikes locked to building or stairwell handrails, trees, etc. are subject to impoundment. All cyclists must adhere to the California Vehicle Code and must obtain a California Bike License, available for a nominal fee, and can be obtained between 2:00 and 4:00 p.m. at Transportation Alternatives, Building 200, University Center. Incentives are provided for bicyclists joining the UC San Diego Pedal Club. Bike tours and safety classes are available during the first two weeks of each quarter. The UC San Diego Bike Shop in the Student Center can provide supplies or repairs. Call (858) 534-PEDL for maps and additional information.

Car Safety 

Car crime (car theft or theft of stereo equipment) is a problem at UC San Diego. There are precautions students can take to help prevent car crime: lock your car, never leave valuables in your car, purchase a steering wheel lock (e.g., the Club) or a security system, check your car daily, and always report a crime. Read the UC San Diego Police Department’s pamphlet, Reducing Your Chances for Vehicle Theft for more information.

Ceilings/Walls

Tampering with the blown-on soundproofing ceiling material is prohibited. While most of it contains no asbestos, some of it has a low percentage. Any asbestos-containing material has been encapsulated, as specified by law, to avoid any potential hazard. Additionally, students may damage the electrical heat strips present in the ceiling in some areas. Tampering with the ceiling, and/or, walls may result in a damage assessment fee.

Chemicals

Chemicals of any kind used for any reason are strictly prohibited.

Concealment of Violations / Complicity

Any student who anticipates or observes a violation is expected to immediately remove themselves from the environment. Concealment of information is also considered a policy violation. Your presence during any violation of Residence Hall Community Standards or Policies ultimately condones, supports and/or encourages the violation(s) and you will be held responsible.

Construction

Construction inside apartments/suites or on balconies involving heavy building materials, cinder blocks, platforms or lofts; (with the exception of bunking beds in the conventional manner) is prohibited. Altering the wall or ceiling of any room, including the addition of paneling, mirrors, wallpaper (including borders), bottle caps or cork is strictly prohibited. Residents will be required to clean and remove any belongings inside rooms or apartments or on balconies. Failure to comply will result in cleaning and/or removal fees at the expense of the resident(s) involved.

Cooking

Refer to Page 48 under Tenant Responsibilities

Decorations and Posting of Materials

  • Door Decorations:  Message pads or door decorations may not cover the suite/apartment number of the residence.  Marking or writing on doors or walls is prohibited. 
  • Ceiling Decorations: No glow-in-the-dark stars or paint are allowed on the ceiling or walls of the rooms.
  • Restrictions:  Posting on exterior balconies or railings of apartment rooms or residence hall suites is prohibited. However, this policy does not restrict posting of material inside apartment or residence hall bedrooms or on the inside of exterior-facing bedroom windows, except that postings inside resident bedrooms or on the inside of exterior-facing bed room windows or doors may not interfere with the operation of doors or windows or otherwise endanger health or safety. This policy also does not restrict posting of material in common living areas not open to the general public of apartments or residence hall suites, provided that none of the residents of adjoining rooms with access to the common area object. Any material posted in the common area of apartments or suites must be removed in the event that any resident of an adjoining room with access to the common area objects to the posting of such material.
  • Sexually explicit materials may create a hostile and intimidating environment and could be a violation of University harassment policies. 

Destructive Acts

Destructive acts or “horseplay,” which could result in injuries to one’s self or others, or cause damage to the facilities and furnishing, is prohibited. Such behavior will subject an individual to disciplinary action. This regulation includes, but is not limited to, the riding of skateboards in all hall or walkways and elevator bays, acts of vandalism, water fights, throwing of darts, water balloon catapults, food fights, and similar activities. Students found responsible for water fights will result in a $50 minimum damage fee; food fights will result in an assessment of cleaning and labor charges, in addition to judicial sanctions.

Dining Security

Just as installed in the UC San Diego Bookstore, please be advised that each housing dining facility is equipped with a camera surveillance system. Individuals who are found in violation of any dining policy or observed by the surveillance system to be removing food from the dining facility will be subject to disciplinary action which includes a stiff administration charge.

Door Propping

Door propping of any exterior or suite door is prohibited. Fire regulations mandate that exterior and suite doors must remain closed at all times. For safety and security of all residents, altering or obstructing the door so that it does not properly shut and lock closed is strictly prohibited. Violators are subject to university sanctions.

Elevators

Damage to or destruction of elevator equipment or walls, including harassment of elevator repair personnel and graffiti is strictly prohibited. Elevator equipment must not be tampered with, as the mechanism controlling elevators is highly sensitive. Misuse of elevator mechanisms, such as forcing doors, removing panels, tampering with fire equipment, or damaging electrical control equipment, is a serious and dangerous offense. Any person causing damage or destruction of elevator equipment or machinery will be subject to University discipline and to the criminal statutes of California. Every effort will be made to prosecute offenders to the fullest extent of the law. Surveillance equipment can and will be installed if problems occur.

Events (unauthorized)

No loud, unruly, or alcohol-related events (progressive alcohol parties, strippers, etc.) are permitted in the residence halls or the apartments. Large events, allowed only in floor lounges and meeting / recreation rooms, must have prior approval of the Residence Life Office. Use of outdoor facilities within the Warren Complex (amphitheatre, lawn, SAC patio, etc.) must be approved by the Residential Life Office.

Firearms/Fireworks

Possession or discharge of ammunition, firearms, fireworks, projectile devices of any kind(i.e. BB guns, pellet guns, air guns, paint guns, sling shots), knives, M-80s, lethal weapons in any form (including martial arts equipment) is strictly prohibited.

Free Speech Area

Located in front of the Student Activities Center on the main walkway through the residential area, from Voigt Drive to the end of the Student Activities Center large meeting room. Refer to University Policies on Expression and Advocacy: .

Fumigation  

If there is a problem with ants, cockroaches, fleas, or mice in the student’s living area, please come to the Residential Life Office and fill out a Pest Control Request form. Environmental Health and Safety will come once a week for fumigation. Be sure to check with roommates regarding possible allergies to fumigation materials prior to fumigation. A list of active ingredients used is available in the Residential Life Office.

Furniture

Any furniture designated for indoor use (i.e.: sofas, chairs tables) may not be left outside. A minimum $50 and/or a cleaning/resurfacing fee may be imposed. Each furniture be used, University furniture must be stored within the apartment/suite. No other storage is available. Furniture may not be removed from designated areas, i.e.: floor lounges, JK Wood lounge, study lounges. Students found in possession of furniture not designated for their space will be in violation of policy.

Gambling

Gambling that involves any monetary change of hands is strictly prohibited.

Guests

Hosts are responsible for all the actions of their guests. It is the responsibility of the hosts to explain all policies and procedures of the Warren Community to guests. For more information regarding our guest(s) policy please refer to our tenant responsibilities section of the handbook.

Harassment

Harassment is a form of violence; it consists of verbal, visual, or written invasion or violation of an individual’s rights. It may be racial, sexual, or personal in nature through graffiti, e-mail, obscene telephone calls, signage, or other means. The influence of drugs or alcohol shall not in any way mitigate the consequences of this type of behavior or limit the responsibility of the individual(s) involved.

Hot Tubes

No hot tubs are permitted in or around any UC San Diego residential community area.

Illegal Drugs and Controlled Substances

The possession, use of, or attempted purchase of illegal drugs, drug paraphernalia, or controlled substances in the Warren Residential Complex is prohibited and can result in the loss of housing privileges. Possession or use of illegal drugs, drug paraphernalia, or controlled substances will negatively affect a student’s status at the University and can result in criminal prosecution. A student found guilty of the sale of illegal drugs or attempted purchase of any controlled substance on campus will be evicted and can expect to be dismissed from the University.

Lamps, Halogen

Halogen lamps are not allowed in the residence halls due to their association with fire and high-energy usage. Students are encouraged to use compact fluorescent lamps.

Medical Marijuana

In accordance with Federal law, the use of medical marijuana is strictly prohibited.

Mopeds/Motorcycles/Scooters

Mopeds, motorcycles, gasoline motorized skateboards/scooters and parts of mopeds, motorcycles, and automobiles are not permitted in any apartment, residence hall room, suite or lounge. Mopeds and motorcycles are motor vehicles and may not be driven on pedestrian walks or kept in bike racks. They must be kept in areas of the parking lots especially designated for motorcycles and mopeds. Mopeds and motorcycles must display a valid “M” parking permit when parked on UC San Diego property (except Coast or Mesa Apartments). Students need to contact the UC San Diego Police Department regarding the latest legislation regarding motorized skateboards, as this will dictate policy and policy enforcement.

Music/Movie Downloading

The UC San Diego ResNet Acceptable Use policy states that it is illegal to copy or distribute copyrighted material if you do not have permission from the copyright owner. Most of the material (movies, music, software, etc.) that is available with Peer-to-Peer file sharing software (Kazaa, Direct Connect, etc.) is illegal for individuals to download. Students should note that most of this file sharing software will deceptively install a server on your computer to distribute the material you have downloaded. Both downloading and distributing this material is in violation of Federal copyright law and the UC San Diego Student Code of Conduct.

Noise

In order to maintain a desirable atmosphere for study, students are expected to respect the rights of others and to maintain a reasonable limit on noise at all times. Residents of each apartment/suite will need to reach an understanding among themselves about noise levels and duration within their apartments/suites. Any resident may request that other resident(s) cease any activity that interferes with her or his ability to study or sleep. Students found responsible for excessive or harassing noise will be subjected to the disciplinary process. Please refer to the Quiet and Courtesy Hour Policy.

Open Flames

Use of candles, tiki torches, incense, and any other open flame is prohibited.

Pets/Animals

Pets and/or animals are strictly prohibited in the residential halls and apartment buildings. This includes pets that stay for a short duration (pet sitting, visiting, etc.) Breach of this provision will result in a liquidation damage charge of a minimum $50 to cover the cost of cleaning and fumigation of the room. The student will be liable for any costs incurred by the University (e.g., shampooing the carpets, repairing items damaged by the animal). Fish aquariums not exceeding 30 gallons may be allowed pending approval of the Resident Dean.

Personal Care

Each student is responsible for his or her own self-care, which is defined as appropriate personal hygiene, mental health, management of medical illnesses and/or disability related personal needs. If a student needs a personal attendant to assist with these tasks, it is the responsibility of the student to identify and pay for an attendant. This policy also refers to residents and/or guests who are under the influence of alcohol and/or a controlled substance.

Posting Policy

Clubs and organizations wishing to post material or advertise events for the benefit of the Warren Community must get approval from the Residential Life Office prior to posting in designated areas. Chalking is prohibited in the Warren Community. A copy of the complete University Posting policies, as well as a list of designated posting areas, are available at the Residential Life Office or can be accessed through the University’s website.

Quarter Breaks (Residence Hall Closure)

The Residence Halls (Harlan Hall, Frankfurter Hall and Stewart Hall) will close during the Winter Break and Spring Break. Actual closing and opening times are specified in the student’s housing contract, reiterated in the closing memorandum, from Residential Life or available verbally at the Residential Life Office. The closing memorandum will be placed in the student’s mailbox several weeks before break, providing information and instructions to prepare for the quarter break.

Residents will not be required to remove their belongings from their rooms during breaks. While the University will provide adequate security during quarter breaks, students should consider taking valuable property home when they leave. Students residing in the Residence Halls may not re-enter their building during the Quarter breaks. Any student found in the buildings will be considered trespassing and will be subject to further disciplinary action.

Most apartments residents leave during quarter breaks. During the breaks between quarters, apartment residents may remain in their apartments without additional charge. For security reasons, students will be asked to verify who and when someone will be in their apartment, and any guests staying in the Warren Apartments during the breaks must be registered with the Residential Life Office.

Quiet Hours

Quiet hours for residents and their guests at the Warren Residential Complex are as follows:

Sunday-Thursday: 11:00 P.M. - 8:00 A.M.
Friday-Saturday: 1:00 A.M. - 8:00 A.M.
Finals Week: 24-hour quiet hours (starts at 11:59 P.M. on the Friday preceding 10th Week)

All other times are courtesy hours. Both residents and staff enforce these hours. We encourage residents to assert themselves and confront noise when it is bothersome. A student’s right to quiet supercedes a student’s privilege to make noise. Violation of any component of this policy will lead to judicial action.

Physical Abuse

Physical abuse, threats of violence, or conduct (including harassment) that threatens the health and safety of one’s self or any person is prohibited. Such conduct may lead to removal from residential housing and, where appropriate, to campus disciplinary action or legal prosecution. While the term “physical assault” is commonly understood, the term “harassment” is not.

Recycling

Any empty beverage containers may not be stored in the apartments, individual rooms, or suites. Recycling is strongly encouraged, and receptacles to do so have been placed throughout the community. However, if necessary, Housekeeping staff will dispose of inappropriately stored containers at the expense of the resident. The Residential Life Office will assess appropriate fees, and judicial sanctions will be issued.

Students concerned about the environment initiated the Warren Residential Life Recycling Program.  There are receptacles for glass, paper, and aluminum located throughout the complex in areas convenient to all residents. 

Resident Behavior

Students who engage in behavior or conduct towards themselves or other residents that violates the UC San Diego Student Conduct Code, and students who exhibit an inability to manage living in a residential hall setting, refuse intervention, and/or are endangering themselves or others in any manner, are subject to administrative or judicial action. Examples of unacceptable behavior in the residential facilities include but are not limited to: self harm or injury, dependence upon other residents and/or staff for self care, etc. Administrative responses may include, but are not limited to: intervention, required referrals to university staff, and Behavior Contracts.

Sales and Solicitation

Because the Warren Residential Complex is for the private use of residents and their invited guests only, sales and solicitation (selling or canvassing by individuals on a door-to-door basis) are strictly prohibited. Individuals or groups violating this policy, should be immediately reported to the Residential Life Office or the RA on duty and the Campus Police.

Security

Residents must take an active role in ensuring adequate security. Use common sense and always be aware of what is going on in their environment. It is advisable to find a companion or call a Campus Security Officer (CSO) when walking across campus at night.

Door propping is also a constant security concern in our community. (Please refer to door propping policy on Page 33.) During the warmer months, students tend to prop open exterior doors for better ventilation. However, by doing so, this compromises the security measures that have been put in place by the University. Any suite or individual found to be using items to prop open doors will be subject to disciplinary action.

Surveillance cameras may be located in public areas of the community to further assist with campus safety.

During nights and weekends, a team of Resident Advisors and a Resident Dean are on duty and can immediately respond to security concerns. They can be reached at (858) 546-7634. In addition, a Residential Security Officer (RSO) patrols the complex each night. The residential security officer is in constant radio contact with the campus police and the RA duty team and can be reached by calling (858) 534-HELP. The police dispatch a uniformed officer to respond to problems, if necessary.

Petty theft is the most common security problem in campus housing areas. Report suspicious persons to the Residential Life Office or the Campus Police for investigation. Report thefts and other crimes to the Campus Police at (858) 534-HELP (4357).

Skateboarding

Skateboarding is allowed in the Warren community as a form of transportation only. However, there is no skateboarding allowed during Quiet Hours, nor in the breezeway in the Canyon Vista Administration building. There is no trick skating allowed in the complex. Students will need to refer to the entire copy of the Student Conduct Code or the UC San Diego Police Department for other restrictions that may apply to skateboarding.

Smoke Detectors

Smoke detectors are designed to sense the presence of a fire and activate the fire alarm system. The detectors can be activated by things other than smoke, including water, steam, and thrown objects. They are not to be dismantled, deactivated, covered, or otherwise tampered with in any fashion.

Smoking

UC San Diego has a smoke-free policy that states smoking is not allowed in any indoor area. All smoking out of doors must occur a minimum distance of 20 feet from any building entrance as per State Law. NO SMOKING IS ALLOWED IN ANY INSIDE AREA. Students may not smoke in any common area, living room, balcony, patio, lounge, bedroom, apartment, lobby, stairwell, skyway, restroom, laundry room, elevator, or foodservice area. Violation of this policy will not only result in disciplinary action, but also appropriate cleaning fees. Hookahs are prohibited from being used within or in the vicinity of the residential halls and apartments.

Staff Directions

You and your guests must follow the directions of university staff members (in-residence, dining services, custodial and other university staff) at all times. Being uncooperative or verbally abusive to staff, providing false information or failing to provide immediate identification (university or government identification card) and information to staff, or interfering with staff while they are performing their duties, is unacceptable and will result in disciplinary action which could include (but is not limited to) contract cancellation. Not opening your door for staff members is viewed as non-compliance. Abuse of staff and noncompliance will not be tolerated. Abusive behavior includes, but is not limited to, physically threatening conduct, verbal/written threats and harassment, use of profanity and abusive name-calling. This also includes abuse and/or harassment that is nonverbal.

Theft

Theft, tampering, and misuse of personal or residence hall property, including but not limited to: video and vending machines, hall and lounge furniture and walls, laundry and laundry machines, is prohibited. Possession of stolen property is prohibited. This may include but is not limited to trays and/or dishes from any of the campus dining facilities. In addition, any unauthorized use of any university property (which may include but is not limited to furniture, art, facilities, space, etc) is considered theft and/or misuse of University Property. Any violation of this policy will lead to judicial action.

Trash

All trash and recycling must be disposed of in the appropriate receptacles. Any trash not deposited in the appropriate receptacles located within the complex will be billed to the responsible person(s), apartment or suite. The fee is $25 and/or a sanction of 3 hours of community service per bag. Community service is assigned at the discretion of the Residential Life Office. When a community service fee is divided among residents, a minimum of 1 hour per resident is required within that division.

Waterbeds

Due to the weight, electrical and flooding hazard, waterbeds are strictly prohibited.
